Study and training requirements

Youth Allowance for students and apprentices is an activity-tested payment: it is paid because you are studying or training, not simply because you are young. If your study load, course, progress or apprenticeship changes, your eligibility can change too. This guide explains the main requirements in plain language.
Full-time study in an approved course
To qualify as a student, you must be enrolled full time in an approved course at an approved institution, such as a university, TAFE or other approved provider. Full time is normally measured by your institution's definition of a full-time load for that course, and Services Australia confirms your enrolment and load with the institution. A course that is not approved, or a load that falls below full time, will generally not qualify. If you are considering a short course, a non-award subject, or a mix of subjects across institutions, check approval and load before you enrol, not after.
Progress and allowable time
Services Australia also applies progress and allowable time rules: you must be making satisfactory progress, and you must complete your course within the allowable time for it. Failing subjects repeatedly, withdrawing from subjects without good reason, or stretching a course well beyond its normal length can put your payment at risk. If you are struggling, talk to your institution early — academic support, a reduced load approved as concessional, or a documented health reason can make a real difference to how your situation is assessed, whereas silent non-attendance rarely helps.
Concessional study loads
A concessional study load is a reduced load that Services Australia accepts as if it were full time, in particular circumstances. Health conditions, disability, caring responsibilities and some other approved reasons can support a concessional load, but you need evidence and approval; you cannot simply enrol part time and describe it as concessional. If your load changes mid-semester, report it immediately and ask whether a concessional load applies to you.
Apprenticeships: full time under a training contract
To qualify as an Australian Apprentice, you must be employed under a training contract as a full-time Australian Apprentice. That means a real job with a real employer, combined with structured training. Part-time apprenticeships do not normally qualify for Youth Allowance on the apprentice stream. If your employer changes, your hours change, or your training contract is suspended or cancelled, report it promptly, because your stream may need to change to student or job seeker, or your payment may need to pause.
Breaks, changes and course transfers
Semester breaks are a normal part of study and do not end your payment on their own, but a gap between courses, a deferred semester, a course change, or a withdrawal is different. Services Australia asks students about their future study intentions about four weeks before a course finishes, and your answer affects whether payment continues. Transferring courses is common and can be fine, but the new course must also be approved and full time, and progress and allowable time are reassessed. Keep every enrolment confirmation and any letter about a course change, because those documents settle most disputes about study requirements.
Job seekers: a different activity test
Job seekers do not have study requirements, but they do have mutual obligation requirements, such as job search and appointments agreed with Services Australia or an employment services provider. Missing appointments or failing to meet agreed activities without a good reason can lead to payment suspensions or penalties. If you cannot attend an appointment or complete an activity, contact your provider before the deadline, not after, and keep a record of the contact.
